What is a Unified Development Ordinance (UDO)?
A unified development ordinance is a local policy instrument that combines traditional
zoning and subdivision regulations with other desired county regulations, such as floodplain and tree protection
ordinances. A UDO helps a local government improve efficiency and helps avoid overlapping regulations.
Why update these ordinances?
Greenville County’s existing regulations were developed over many decades and have been gradually amended over
the years. The UDO planning effort represents the first comprehensive review of all Greenville County regulations concerning land
development, and will consolidate the rules of development in one easily accessible document. The UDO will also ensure
that development types identified in the adopted Comprehensive Plan are allowed by the County’s code.

How will the Unified Development Ordinance be adopted?
The creation and application of land development regulations is a local government legislative function. As such, only the Greenville
County Council is authorized to adopt or change the rules and regulations it deems necessary to promote public health, safety, morals,
convenience, prosperity or the general welfare, as well as the efficiency and economy of unincorporated Greenville County.
How can I get involved?
Public workshops have been tentatively scheduled for the fall of 2020 and spring 2021. Per COVID-19 social distancing guidelines
