County Administrator,
Joseph Kernell
The County Council, on the basis of qualifications, education and experience, appointed Joseph Kernell to serve as Greenville County Administrator in January of 2004. He is a lifelong public servant who is committed to responsible government, strong fiscal management and professional service.
As County Administrator, Mr. Kernell is responsible for the day-to-day operation of Greenville County government that employs more than 1,800 people. He is accountable for carrying out the policies, directives, and legislative actions of County Council, and is responsible for an annual budget that exceeds $195 million. He directs and coordinates operational and administrative activities, and creates and improves relationships with individuals and organizations in the public and private sectors.
Under his leadership, Greenville County has maintained the coveted Triple-A bond rating while securing national budgeting and financial awards in each of his years of service. His tenure is also highlighted by the implementation of major investments in recreational facilities, expansion of road and bridge improvement, a national award winning air quality program, expansions at the Detention Center, and improved EMS response times.
Before joining Greenville County, Mr. Kernell served as County Administrator for St. Charles County, Missouri, a large county in the St. Louis area. He earned a Masters of Business Administration degree from the University of Missouri and a bachelor of science from Columbia (Missouri) College.
